COAS Lt Gen Waidi Shaibu Reaffirms Army’s Commitment to Intelligence-Led Operations Against Insecurity

The Chief of Army Staff (COAS), Lieutenant General Waidi Shaibu, has reasserted the Nigerian Army’s unwavering commitment to evolving its operational doctrine to meet the complexities of 21st-century insecurity. Speaking on the strategic direction of the force, the COAS emphasized that the Army is transitioning toward a robust **multi-domain, intelligence-led strategy** specifically designed to neutralize asymmetric threats.

Adapting to Modern Warfare
Recognizing that contemporary security challenges—such as insurgency, banditry, and kidnapping—do not follow traditional frontlines, Lt Gen Shaibu outlined a holistic approach that moves beyond conventional “boots on the ground” tactics.

“The nature of the threats we face demands a sophisticated blend of traditional might and modern innovation,” the COAS stated. “Our strategy is now anchored on the seamless integration of land, air, and cyber domains to ensure we are always several steps ahead of adversaries.”

The Army is moving away from reactive measures toward proactive, intelligence-driven operations. By establishing “intelligence fusion centers,” the military is now able to synthesize real-time data from various sources to identify and neutralize threats before they manifest.

From the deployment of Unmanned Aerial Vehicles (UAVs) for surveillance to the use of advanced digital forensics, the Nigerian Army is leveraging technology to shrink the operational space for criminals. This includes a heightened focus on the cyber domain targeting the digital footprints of terrorists and bandits.

While the Army remains committed to decisive kinetic action (physical force), Lt Gen Shaibu emphasized that success depends on inter-agency cooperation. The Army is working in closer tandem with the Nigerian Air Force, the Police, and Department of State Services (DSS) to ensure a “whole-of-government” response to insecurity.

 

The strategy is specifically calibrated to combat non-state actors who hide among civilian populations. This includes refined Rules of Engagement designed to protect innocent lives while surgically dismantling the networks of bandits and insurgents.

Lt Gen Waidi Shaibu reassured Nigerians that the military is not just reacting to insecurity but is actively reshaping the security landscape. He noted that the ultimate goal of this multi-domain approach is to restore total peace and stability to all troubled regions of the federation.

“We are not merely fighting a war; we are securing a future,” the COAS remarked. “By combining our traditional bravery with high-level intelligence and technological superiority, the Nigerian Army will remain a formidable wall against any force that seeks to undermine our sovereignty.”

The COAS concluded by urging the public to support the military’s efforts, noting that community-level intelligence remains a vital component of the broader national security architecture.
