Okonjo-Iweala Reveals How Nigeria Won $30bn Debt Relief

Nigeria’s former finance minister and current Director-General of the World Trade Organisation (WTO), Ngozi Okonjo-Iweala, has revealed that a carefully planned communication strategy played a decisive role in securing Nigeria’s historic $30 billion Paris Club debt relief during the administration of former President Olusegun Obasanjo.

Speaking on the process that culminated in one of Africa’s largest sovereign debt relief agreements, Okonjo-Iweala said the negotiations extended far beyond technical discussions, requiring sustained efforts to shape international opinion and convince creditor nations that Nigeria deserved a fresh financial start.

According to her, the federal government adopted a deliberate communication campaign that highlighted Nigeria’s commitment to economic reforms, fiscal discipline and transparency, helping to build confidence among members of the Paris Club.

She explained that the strategy involved engaging influential stakeholders, policymakers and international partners to demonstrate that the country was serious about implementing reforms capable of preventing a return to unsustainable debt.

The WTO chief noted that the communication effort complemented rigorous economic negotiations led by the Nigerian team, ultimately contributing to the landmark agreement reached in 2005, which significantly reduced Nigeria’s external debt burden and freed resources for national development.

The Paris Club debt deal remains one of the most significant milestones in Nigeria’s economic history. Under the agreement, Nigeria secured debt cancellation and restructuring worth approximately $30 billion, enabling the country to exit decades of heavy external debt obligations after making agreed settlement payments.

Okonjo-Iweala stressed that effective communication was as critical as sound economic policy, arguing that winning global support required convincing creditors that Nigeria’s reform agenda was credible, sustainable and deserving of international backing.

She said the experience underscores the importance of combining strong economic management with strategic public engagement when pursuing major international financial negotiations.
