ICPC Names NNPC, UNICAL, FCSC Among Agencies With ‘High Corruption Risk’ in 2025 Integrity Audit

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has classified 13 federal ministries, departments, and agencies (MDAs) as “high corruption risk” in its newly released 2025 Ethics and Integrity Compliance Scorecard (EICS).

The report, published on Tuesday, followed an extensive assessment of 357 MDAs across the country, evaluating their adherence to ethics, transparency, accountability structures, and compliance with anti-corruption standards.

Among the organisations flagged for heightened vulnerability to corrupt practices are the Nigerian National Petroleum Company (NNPC) Limited, the University of Calabar (UNICAL), and the Federal Civil Service Commission (FCSC), which the Commission said displayed significant weaknesses in internal controls and institutional integrity frameworks.

The ICPC noted that the scorecard is designed to help government institutions strengthen governance systems and mitigate corruption risks before they escalate into violations.

According to the Commission, the assessment focused on key indicators such as administrative systems, financial management processes, procurement practices, human resource controls, and general organisational ethics.

While several MDAs recorded improvements compared with previous years, the ICPC stressed that the 13 flagged institutions require urgent reforms to address loopholes that could enable misconduct or abuse of office.

The Commission added that the findings would be shared with relevant authorities to support corrective actions and strengthen accountability mechanisms across the public sector.
