The African Union has named Hon. Phrank Shaibu—long-time public-communication adviser to former Vice-President Atiku Abubakar—an Ambassador and member of the Pan-African Agenda 2063 Governing Council.

He was formally inducted in Abuja on Wednesday, 4 February 2026.

Agenda 2063 is the AU’s 50-year roadmap (2013-2063) for turning Africa into a united, prosperous powerhouse. It sets targets for inclusive growth, continental integration, democratic governance, peace, security and cultural renewal.

Ambassador Stephen Gbatigbi Ben-Joel, President of the Pan-African AU Mission, signed the appointment letter on 18 November 2025. After reviewing Shaibu’s record, the council cited his “outstanding excellence as an educationist, administrator, academic and businessman.”

The letter reads in part:
“Following a distinguished review of your exemplary contributions to national development and invaluable service under various political leaders in Nigeria, we convey—with profound honour—your nomination to the advisory council of the Pan-African AU Agenda 2063 Diplomatic Mission.
“The Governing Council further nominates you as Ambassador Plenipotentiary, a role reserved for exceptional leaders whose influence, intellect and integrity embody the spirit of Agenda 2063.”

Shaibu, a teacher, journalist and crisis-communication specialist, brings nearly 30 years of media, education and public-service experience to the council. He remains Senior Special Assistant on Public Communication to Atiku Abubakar.

The move signals the AU’s push to enlist seasoned professionals from every sector to drive Agenda 2063 across the continent.
