The North Central geopolitical zone of Nigeria, comprises of states like Benue, Kogi, Kwara, Nasarawa, Niger, Plateau, and the Federal Capital Territory (FCT). It plays a critical role in Nigeria’s economic, agricultural, minning and socio-political framework. However, the region has been bedeviled by numerous challenges, including widespread insecurity, economic underdevelopment, and social dislocation. These issues underscore the need for the establishment of the North Central Development Commission (NCDC) to address the peculiar challenges of the zone comprehensively and sustainably.

Reasons for the Creation of Regional Development Commissions.

Regional development commissions in Nigeria, such as the Niger Delta Development Commission (NDDC), North West Development Commission(NWDC), South East Development Commission (SEDC) South West Development Commission(SWDC) and the North East Development Commission (NEDC), were created to address unique regional challenges that could not be adequately tackled through centralized national initiatives. These commissions are designed to:
~ Tackle Insecurity and Promote Peace: Many regions face unique security challenges that threaten their development and stability. Development commissions serve as platforms to address these issues.
~Provide Focused Development Strategies: Regional commissions ensure tailored developmental programs suited to the socio-economic and environmental realities of specific regions
~ Facilitate Reconstruction and Rehabilitation: War-torn or crisis-affected regions benefit from specialized programs for rebuilding infrastructure and restoring livelihoods
~ Boost Economic Growth: Development commissions invest in job creation, education, and industrial development to reduce poverty and promote economic progress.
~ Promote Social Justice and Equity: By addressing systemic neglect and marginalization, these commissions help to balance development across regions.

The Challenges of the North Central Region

The North Central region is undoubtedly bedeviled by many challenges or problems that warrant the establishment of a dedicated development commission. These include:
A. Security Challenges:
~Herders-Farmers Conflicts: Persistent clashes over land use and resource competition have led to significant loss of life and property, particularly in Benue, Plateau, Nasarawa Kogi States.
~Banditry and Kidnappings: The region is plagued by rising cases of banditry, kidnappings, and communal clashes.
~Ethno-Religious Tensions: Deep-rooted ethno-religious conflicts have disrupted peace and social cohesion.

B.Economic Underdevelopment:
~The region is primarily agrarian, yet it suffers from poor agricultural infrastructure, limited access to markets, and inadequate government support.
~Low levels of industrialization and lack of job opportunities have resulted in high unemployment rates and poverty.

C. Inadequate Infrastructure:
~Poor road networks, inadequate healthcare facilities, and insufficient educational institutions hinder the region’s development.
~Rural areas remain largely neglected, with limited access to electricity and clean water.

D. Social Displacement:
Ongoing conflicts have displaced thousands of people, leading to overcrowded internally displaced persons (IDP) camps and humanitarian crises especially in Benue and other states of the region.

E. Environmental Degradation:
The region is grappling with deforestation, desertification, and other forms of environmental degradation that exacerbate poverty and food insecurity.

F. Marginalization in National Development:
Despite its strategic importance, the North Central zone is often overlooked in national planning and resource allocation.

Justifications for the Establishment of the North Central Development Commission.

Given the challenges highlighted above, the creation of a North Central Development Commission (NCDC) is not just desirable but urgent. The commission would:
A. Address numerous security challenges:
~Provide resources and frameworks for conflict resolution and peacebuilding.
~Support the reintegration of displaced persons and victims of violence.

B. Promote Economic Development:
~Invest in agricultural transformation through mechanization, access to credit, and improved infrastructure.
~Facilitate industrialization by supporting small and medium-size enterprises (SMEs) and attracting investors to the region.

C. Rebuild Infrastructure:
~Reconstruct roads, schools, hospitals, and other critical facilities destroyed by conflicts or neglect.
~Improve rural electrification and access to clean water.

D. Empower Human Capital:
~Invest in education and vocational training programs tailored to the region’s needs.
~Support youth and women empowerment initiatives to reduce unemployment and inequality.

E. Foster Regional Integration:
~Strengthen socio-economic ties among North Central states to promote unity and collective development.
~Coordinate development projects to avoid duplication and maximize impact.

F. Enhance Environmental Sustainability:
~Implement programs to combat deforestation and promote sustainable land use practices.
~Support climate resilience initiatives to mitigate the impact of environmental degradation.

Implementation Strategies for the North Central Development Commission (NCDC).

For the NCDC to achieve its objectives, certain steps must be taken:

  1. Legislative Backing:
    The National Assembly must enact a law establishing the commission with clear mandates, funding mechanisms, and operational frameworks.
  2. Adequate Funding:
    Funding should come from federal allocations, international grants, and partnerships with private sector stakeholders.
  3. Community Involvement.
    Ensure active participation of local communities in project planning and implementation to promote ownership and sustainability.
  4. Transparency and Accountability:
    Establish robust monitoring and evaluation frameworks to ensure funds are utilized effectively and projects are completed on time.

Conclusively, The North Central region holds immense potential for contributing to Nigeria’s socio-economic development, but its progress is hindered by systemic challenges that require urgent attention. The establishment of the North Central Development Commission (NCDC) is a critical step toward addressing these challenges, fostering peace, and promoting sustainable development in the region. By learning from the successes and challenges of other regional development commissions, the NCDC can serve as a model for achieving balanced development and national cohesion in Nigeria.
